However, it must be taken into account that any civil strife on the territory of the state is a complete destruction of both infrastructure and human resources.

If we recall the First World War and other military conflicts, then the main reasons were:

expansion of territories;
enslavement of people;
entering the world market;
grabbing resources;
dissatisfaction with the governing authority.

You can always warm your hands over the grief of strangers. Any political group could have in its ranks an agent of another country, which would benefit from the termination of friendly relations between certain states. Politics is a multifaceted Janus. Here, everyone is trying to rule, impose their interests and pull the blanket of control over themselves. There have been cases in history when former politicians raised their authority and name at military events. After all, thanks to war, you can subdue the people and win their loyalty. And this can be used for both personal and political interests.

Thus, in any state there are people who, by all means, do not want to allow the outbreak of war with neighboring powers, but some political groups have their own views on this.
