In fact, scale is a carbonate compound of calcium and magnesium (CaCO3, MgCO3). Acetic acid will perfectly dissolve scale; in fact, it reacts with the salt on the walls of the kettle and forms other salts. These salts are very soluble in water:
CaCO3 + CH3COOH = CO2 (up arrow) + H2O + CH3COOCa.
