How is the power of a king different from a tribal leader?

A tribal chief rules over one tribe. The leader himself does not issue laws, but follows the traditions of the tribe. We can say that the leader is in a humiliated position compared to the king, since he does not have such power as the first. The king rules the whole state. He makes laws and conducts judgment. He also, like the leader, leads the army during military campaigns. Most often, the king receives power by inheritance, and the leader takes office by election.
