How many countries were the USSR?

The Union of Soviet Socialist Republics was formed in the last century, in 1922. At the time of its formation, it included only four founding states (Russian, Transcarpathian, Ukrainian, Belarusian SSR). Only then there were 15 republics. Legally, the largest state in the world ceased to exist on December 26, 1991.
