How was the administration of the satrapies organized?

At one time, Darius I divided the Persian Empire into 20 separate satrapies. In each satrapy, a governor (satrap) was appointed, preferably from among the local population, but devoted to the king. Also, in each satrapy there was a military unit, which in case of an uprising had to react accordingly.
