The pinnacle of the political hierarchy was represented by the prince. All control levers were in his hands. The prince relied on his warriors, primarily on the senior squad. He sent them as his representatives to individual cities for administration, tax collection and court. A circle of boyars gradually formed, to which the prince had to listen. Also, the people’s assembly (veche) was still preserved.
