How was the problem of hunger in Athens solved?

To combat the famine in Athens, a Nazi rescue program was carried out in 1942 to avoid bankruptcy of Greece. Hitler, realizing that by his actions he could lead Greece to bankruptcy, instructed Hermann Neubacher to restore the main components of the Greek economy. But Hitler did this not in the name of saving Greek citizens, but because the bankruptcy of Greece could negatively affect the administrative and economic sphere of Nazi Germany.
