How was the rule in Athens significantly different from the rule of the Egyptian pharaoh or the king of the East?

In the Ancient East, where kings ruled, or in ancient Egypt, where the pharaohs ruled, power was sole. That is, one person ruled the state. He made laws, tried and ruled in general in the state. In ancient Athens, all power was concentrated in the hands of the people. The main organ of power there was the people’s assembly. Thus, all decisions were made by popular vote.
