In ancient Rome, the rulers pursued an active foreign policy. Wars of conquest were fought, the territory of the state expanded rapidly. The inhabitants of the conquered regions possessed the same position as the inhabitants of Rome. They were treated like slaves. This led to the emergence of a large number of slaves.
