In what ways did the absolute monarchs exercise control over the local and judicial authorities?

An absolute monarchy created a centralized system in which the judiciary and local authorities of even distant provinces were subordinate to the Crown. This became possible thanks to the governors personally appointed by the Imperial Court. The viceroy is a separate institution of royal power, which is fully subordinate to the Center and monitors the misconduct of any government organization. The local and judicial authorities could not single-handedly rule the region, since the king’s devotees were next to them.
