In which country were written laws created?

The earliest known written laws that have come down to us are the inscriptions on clay tablets from the period of the Third Dynasty of the city of Ur called the laws of Ur-Nammu. They are dated back to the 22nd-21st century BC. They were written during the reign of King Ur-Nammu in the Sumerian language. In the modern period, they exist on destroyed clay tablets. They were discovered in the ruins of the city of Nippur by scientists from the University of Pennsylvania in the late 19th century, and the translation of these tablets was made half a century later in 1954.
