There were several governing bodies in Athens:

The National Assembly, which included all the citizens of the country. They passed laws, legal acts, considered citizens’ appeals.

The Council of Five Hundred, which prepared legislative acts, dealt with the country’s finances, fulfilled the requests of the People’s Assembly.

Galieya was a judicial authority. She conducted courts on various cases, and also was engaged in the approval of laws.

The strategists who exercised command of the army and navy of the country, and also solved some issues of government.
