List the reasons for Russia’s lagging behind European countries in the 17-18 century.

In the 17th and 18th centuries, large-scale events took place in Europe associated with the destruction of the feudal order and the establishment of new principles of life. Russia lagged behind Europe in a number of issues for a variety of reasons. The main one was the preservation of serfdom by the power. This could not contribute to the development of the labor market, therefore, production developed more slowly. Also, the preservation of the absolute monarchy did not allow the renewal of power structures. The undeveloped judicial system and the division of citizens into estates complicated the situation.
