Mechanical tissue is poorly developed in aquatic plants, why?

Mechanical tissue is found in all organs of every terrestrial plant.
It gives them strength. Strength is achieved by thickening the cell walls. It is found in stems and roots. Aquatic plants do not have such a load on the stem and therefore they do not need mechanical tissue.
