Military democracy differs from the primitive system, as it is the alliances of tribes headed by elected leaders from among the warriors or elders of the tribe.

Unlike the state, these tribal associations are not very stable and often disintegrate, are created only for the purpose of a joint military campaign, do not have a clearly defined administrative apparatus and centralized leadership.
