The problem can be solved in different ways.

Since the solutions have the same masses, the problem of finding a new concentration of a solution is reduced to finding the arithmetic mean of the concentrations of the sought solutions.

(0.15 + 0.28) / 2 = 0.43 / 2 = 0.215 = 21.5% – the concentration of the solution obtained by mixing two other solutions.
