Positive and negative decisions of the Vienna Congress.

The negative thing was that in the Vienna system the solution to the issue of the colonies was not fixed, which ultimately led to the struggle for them, which grew into the First World War. On the positive side, a balance of power had been established. Within the balance of power, states could enter into alliances with each other without disrupting the overall structure of alliances. Responsibility for the observance of this principle was assigned to large countries, which were to gather at international conferences to resolve issues that somehow threatened the world.
