Problems of modernization of Peter the Great.

Under Peter 1, manufactories of various directions were actively created. This made it possible to initiate the formation of industrial production in the country. The problem was that in Russia there were no qualified personnel to work in industry, and there were also no those who could train these personnel. This led to the need to carry out a reform of education: it became compulsory for all classes. Also, specialists from abroad were invited to train personnel.
