Rate the moral qualities of Justinian’s personality.

Justinian ruled 527-565. During his reign, he conquered the lands of the Western Roman Empire, created a code of laws, and rebuilt the Hagia Sophia in Constantinople. The emperor was a peasant, but he received an aristocratic upbringing at the court, possessed knowledge of jurisprudence and theology. Its characteristic feature was a tendency to despotism, Justinian strove to establish a world monarchy, to unite with God, to return lost territories. The good qualities of the emperor include hard work, organizational talent, intelligence, education. Tyranny is a negative trait of his character. He also imposed exorbitant taxes on the population, as a result of which the people fled to the barbarians, brutally suppressed the uprisings.
