The legislative body in the 19th century in France, according to the Charter of 1814, consisted of two chambers: upper and lower. In the upper chamber there were persons who received a lifetime title from the monarch, which could be inherited. The same chamber was also a judicial body. Deputies to the lower chamber were elected by the people for 5 years, restrictions were envisaged for them (age up to 30 years, the requirement to pay taxes). Parliament was not a legislative body, it could only propose bills, the king, who was the head of state, asserted them. He could gather parliament, dissolve it, he also led the army, the executive power was also in his hands.
