The rulers of England and France strove to establish absolutism in their states. The reason for this is that under this form of government, kings receive broad powers and rights in government. All power was concentrated in their hands. They did not eliminate parliament, but they stopped convening it on a permanent basis. In France, the emperor had the right to unlimited legislative activity. All financial resources were under the jurisdiction of the King of France. A similar situation has developed in England.
