Similarities and differences between the English Parliament and the Zemsky Sobor.

Similarities Between Controls:

1) They are an advisory body;

2) There is a dialogue with the authorities;

3) There are meetings of estate representatives, including the lowest.

Differences:

1) Parliament can influence the course of development of political affairs, and Zemsky Sobor only in rare cases;

2) Parliament is both a deliberative and a legislative body, and the council is only deliberative;

3) Parliament was divided into two chambers, while the Zemsky Sobor had only a conditional division.
