Assyria and Persia were despotic states. We can say that their main power belonged to the kings. These states were divided into separate parts, where satrap governors ruled. They helped the kings to rule over such vast territories. So, for example, the Persian Empire was divided into 20 separate satrapies, each of which had its own governor. This governor was most often a native of this satrapy. This instilled more confidence in the local population and reduced the chances of an uprising.
