Substances neutralize each other. What does it mean?

The meaning of neutralizing substances: the first substance is an active reagent that can enter into any reaction (oxidizing agent, reducing agent, acid, base). The second substance interacts with the first (neutralizes it), thus forming inactive, inert substances (water, salts, gases, precipitation).
Example: the reaction of neutralization of an acid and a base, in which salt and water are formed.
