The advantage is that the structure of power in the Soviet Union had a clear and rigid vertical, which made it possible to conduct centralized management and control many processes. On the other hand, there is a minus in the same centralization, because Moscow was supposed to conduct all business or everything that was more or less important should be carried out through it, instead of giving part of the powers to the localities. At the same time, the disadvantage was that the party apparatus under the one-party system merged with the state apparatus, and therefore it was not always clear why party structures, without special reason, decide important state issues.
