The colonies were usually ruled by governors. The indigenous people could also be under the control of some officials who were appointed by the governing country. The next link of government was considered to be local authorities and colonial assemblies. The assemblies included two councils: an upper and a lower one. The people were an ordinary labor force, they were deprived of both property and other rights. The inhabitants of the colonies were not allowed to do important things. The board held in its hands all the executive, judicial and legislative powers.
