In 1865, President Andrew Johnson implemented a reconstruction plan that gave the white South the freedom to regulate the transition from slavery to freedom and did not offer a role for blacks in South politics. The behavior of the governments he founded has turned many northerners into the president’s policies.

The end of the Civil War left the nation without a decisive Reconstruction policy.

In May 1865, President Andrew Johnson offered pardons to all white Southerners, with the exception of Confederate leaders and wealthy planters (although most of them subsequently received individual pardons), and allowed them to form new governments.
