It was in Ancient Greece and Rome that the concept of democracy was born. Such a regime presupposes the active participation of ordinary people in governing the country and taking into account the opinion of the majority. Many issues in ancient countries were resolved by voting, the rulers were obliged to listen to their subordinates. At the same time, these rules applied only to free people. Both in Greece and in Rome there was an institution of slavery. People who lost their freedom due to debt or for another reason could no longer participate in government.
