12 – 30%.

Proportion:

x / 12 = 100/30;

x = (12 * 100) / 30 = 1200/30 = 40 meters perimeter.

P = 2 (a + b);

2 (12 + x) = 40;

12 + x = 40: 2;

12 + x = 20;

x = 20 – 12;

x = 8 meters length of the second side.
