The bucket is filled with tap water, why is the sound more audible as the bucket fills up?

1. When a jet of water enters an empty bucket, the resonating volume of air in it is much larger, therefore the sound is louder.

2. But, as the bucket is filled with water, the volume of the air in it decreases, and therefore the strength of the sound decreases.

But it does not increase in any way.
