1) Reduced eyes in the European mole arose as an adaptation to constant presence in the soil environment – there is simply no need for good vision, so it was lost, and in return the animal received other adaptations for such a lifestyle.

2) Moles living in the mountains retain their sight, because in the mountainous area the soil is hard enough, so they have to stay on the surface for a long time. To navigate in sunlight, eyes are needed, so they are not reduced in mountain moles.
