The main goal of Alexander II’s European policy was to get out of the isolation that Russia fell into after the Crimean War. The western direction was chosen as the main one. An alliance of 3 emperors was formed, which included Russia, Germany and Austria-Hungary. By agreement, all foreign policy issues by these countries were resolved jointly.
