Let’s denote by x cm the length of the base, then 0.8x is the length of the side.
P = 2a + b is the perimeter of an isosceles triangle.
2 * 0.8x + x = 78;
1.6x + x = 78;
x (1.6 + 1) = 78;
2.6x = 78;
x = 78: 2.6;
x = 30 cm base length and 30 * 0.8 = 24 cm side length.
