Or, using similar reasoning, one could come to the decision that the perimeter of the rectangle is equal to two perimeters of the square: 8 * 2 = 16 (cm).

8: 4 = 2 (cm) width of the rectangle.
2 * 3 = 6 (cm) the length of the rectangle.
(2 + 6) * 2 = 16 (cm) perimeter of the rectangle.
