The reasons for the Peter’s transformation?

The main reason for the reforms of Peter I was the economic backwardness of the Russian state in comparison with the major European powers of the early eighteenth century. Peter realized that Russia simply needs a strong army, Russia needs access to the ice-free sea and a strong fleet. Russia needs to establish trade and cultural ties with the countries of Western Europe, otherwise Russia will remain a backward, agrarian country.
