Decision:
1 dm = 10 cm, then b = 8 + 10 = 18 cm.
P is the perimeter of the rectangle.
P = (a + b) * 2 = (8 + 18) * 2 = 52 cm.
S is the area of the rectangle.
S = a * b = 8 * 18 = 144 cm 2
Answer: P = 52 cm, S = 144 cm 2
