The emperor was an intelligent man, but at the same time he was distinguished by cunning and cruel disposition, because he loved power very much, and without these qualities it could not be retained. During the reign of Justinian, Byzantium became powerful again, taking back many lands. The emperor literally imposed Christianity everywhere. After the death of Justinian, the decline began again.
