Since, according to the condition of the problem, the winch lifts the load evenly, the force developed by the winch is equal to:
F = m * g = 200 * 10 = 2000 Newton.
This force does work equal to:
A = F * H = 2000 * 3 = 6000 Joules.
Then the power is equal to:
N = A / t = 6000/5 = 1200 watts.
