To obtain 3.5 kg of sugar using a 500 g weight and a pan scale, do the following:

1) Put a weight of 500 g on one side of the scale, and 500 g of sugar on the other side.

As a result, we have a weight and a pound of sugar.

2) Put a weight and 0.5 kg of sugar on one side, and 1 kg of sugar on the second.

Now we have a weight and 1.5 kg of sugar.

3) on 1 side we put a weight and 1.5 kg of sugar, on the 2nd – 2 kg of sugar.

As a result, we have 3.5 kg of sugar.
