Under what conditions do the synthesis processes overtake the decomposition processes?

In any organism, the creation of new cells and the death of old ones take place inside. This is an ongoing process that has been going on since the birth of the organism. There should always be a balance, and the number of decayed structures should not exceed the number of newly synthesized structures.
