Using the example of Athens and Sparta, compare the two types of political development. Which policy device do you prefer?

I would give preference to Athens, because a democratic system was forming there. The state structure of Athens was more advanced and legal than in Sparta. Sparta is a despotic state that has existed through endless wars. Athens stood several stages of development higher, since a manufacturing economy was developing in the state. Many residents were engaged in handicrafts, gardening, fishing and cattle breeding. In Sparta, this activity belonged only to helots, that is, disenfranchised slaves.
