War communism policy.

The policy of war communism was carried out by the Bolsheviks when they came to power. They introduced the surplus appropriation system. Complete control over consumption was established through direct exchange of goods between town and country. All enterprises were nationalized, trade and private business were prohibited. The Bolsheviks introduced universal labor service, and equalization was carried out, with the help of which the government sought to prevent an increase in welfare.
