Was France a part of a sacred union?

This union, signed on September 26, 1815, initially included three countries: the Austrian and Russian empires, Prussia. The union was created to maintain the order that was adopted as a result of the Vienna Conference. This order did not last long: soon the rulers of many European countries, including France, began to join the Holy Alliance. The member countries were ready to fight any revolutionary sentiments in order to prevent the outbreak of wars.
