Was the Soviet Union ready for World War II?

Of course I was ready. The government was not ready. Stalin blindly believed in the non-attack pact and that the Germans would not go to two fronts. The army was more or less ready to repel the attack. At least, the Germans would not have gone that far in the first months of the war. The development of weapons, in particular the T-34 tank, was in full swing. The flaws of the army were revealed during the war with Finland. They immediately tried to fix them and took them into account. But for some reason all the artillery was moved into the interior of the country, the first echelons of defense were not modernized, although there was everything for this. The USSR was ready, but why everything was ignored is still a mystery.
