Was there an opportunity to improve the Soviet political system without changing its essence, or the system

Was there an opportunity to improve the Soviet political system without changing its essence, or the system of power and democracy that emerged in the 1930s are incompatible?

In my opinion, the second point of view is correct. And it is precisely the course of perestroika that began in 1985 that proves this. After all, the Soviet leaders, headed by Gorbachev, just wanted to reform society without affecting the very foundations of the command-administrative system that had developed back in the 30s under Stalin. Market reforms led to the elimination of censorship, information barriers, and then – harsh criticism of the current government. As a result, the country simply ceased to exist, collapsing along with the previous political system.
