Were the countries captured by Assyria in the same position?

Assyria was a very aggressive state in its vernal policy, however, as for the policy regarding the already occupied lands, they were much more reasonable. Despite the resettlement of the captured peoples and the consolidation of their governors in the defeated regions, the Assyrians also looked at the power of the territories that they conquered. Based on this, they left their rulers for the Phoenicians, Jews and Egyptians (however, Egypt was still divided into many provinces, but local nobles still stood above them).
