What are the common and what are the differences between the policies of Charles I and Philip II in Spain?

There are a number of similarities between the policies of the English king Charles 1 and the Spanish ruler Philip. Both kings directed their internal policies towards strengthening their own autocratic power. They strove to centralize all powers in their hands, including the legislative and judicial branches.
