What are the differences between the surplus appropriation system and the food dictatorship?

Provisional appropriation is the food policy of the Bolsheviks from 1918 to 1921 to fulfill plans for storing food products by confiscating them from the kulaks and the peasantry. The food dictatorship just included surplus appropriation, but it regulated the procurement, supply and distribution of goods and products during the period of war communism. This period was characterized by active uprisings of the peasantry and kulaks, for which they later paid. It ended (dictatorship) with the introduction of the New Economic Policy in 1921.
