What are the differences between Western European integration and North American integration?

| The key difference between North American integration and Western European integration is the direction of its implementation. In Europe, integration was primarily a political will. that is, it took place “from top to bottom”, but in North America, at first there was a process of active interaction at the corporate level, only then integration was clothed in a legal form at the interstate level, i.e. “down up”.
