What are the differences between Western European integration and North American integration?

The key difference between North American integration and Western European integration is the direction of its implementation. In Europe, integration was primarily a political will. that is, it took place “from top to bottom”, but in North America, at first there was a process of active interaction at the corporate level, only then integration was clothed in a legal form at the interstate level, i.e. “down up”.
