What are the differences in government in Athens and in Ancient Egypt, which state seems fairer to you?

In the ancient Greek city-states, including Athens, there was democracy, from the words demos – people and kratos – rule. This type of government assumed that citizens had direct participation in the choice of power, the people, that is, only citizens, but not slaves, had the right to participate in making important political decisions.

In Egypt, all power was in the hands of Pharaoh. Even the close and various ministers were elected directly by the pharaoh. Ordinary people were completely dependent on the monarch and his decisions.

The structure of the Athenian state is more fair, since here everyone could express their opinion and participate in the life of the country.
